(No. 25a) This applies to ALL workers who are recruited to work for Barton Hill Settlement. Paid employees whose application records must be held on our personnel and payroll system (full time, part time, sessional (including tutors) and casual staff. Volunteers whose application records must be held on our Volunteer or Time Bank register. Recruitment Approval Form: Before any position is advertised – a recruitment approval form or Task Description approval form (in the case of volunteers) must be completed: this includes a risk assessment of the normal duties identified on the Job/task Description so that a decision can be made about whether or not it requires an applicant to under go a CRB disclosure and at which level this should be. Enhanced Level: where normal duties involve caring for, training, supervising or being in sole charge of children or vulnerable adults Standard Level: Finance staff, ancillary staff who work in an establishment that involves caring for children and vulnerable adults. Advertising a post: the advert MUST include whether or not the post is subject to a CRB disclosure or not. An applicant must know in advance of applying for a position with the Settlement, if the position requires a Criminal Record Bureau check and at what level this check will be carried out: any applicant can request a copy of our policy and code of practice for handling disclosure information in order to reassure them that this will be treated in the strictest of confidence and used in a fair manner that is not discriminatory. A Barton Hill Settlement Application Form must be issued and completed by anyone wanting to work for the Settlement: The front sheet of this form asks for confidential ‘personal’ information. A question is asked that allows the applicant the opportunity to self disclose any convictions that he/she may be required to disclose: Q. Have you got any convictions considered ‘not spent’ under the terms of the 1974 Rehabilitation of Offenders Act. (as a rough guide: sentence under 6mths long – have to disclose from time of sentencing for 7 years; 6 mths to 2.5 years – disclose for 10 years and over 2.5 years – sentence never spent) Note: This information is treated in accordance with the CRB code of practice*. The ultimate responsibility for this information at Barton Hill Settlement rests with the Senior Manager (CEO). The disclosure information is restricted to authorised staff only: Central Services: Central Administration Officer and Settlement Senior Manager (dealing with ALL paid employee applications) Volunteer for Change Unit: Volunteer Development Worker, Time Bank Co-ordinator and Settlement Senior Manager (dealing with ALL unpaid volunteers – including trustees and student placements) Self disclosure information can be cross referenced and used as a double check against the information received on the CRB document. Disclosure Interview: if an applicant has a criminal record it is the normal practice that, after discussing the situation with the Senior Manager, he/she is invited in to meet either the CAO/TBC or VSW to discuss any issues of concern that may arise or convictions that may lead to the withdrawal of any offer of work for and on behalf of the Settlement.
