PROCEDURE DOCUMENT 1 OUTREACH SAFETY PROCEDURE Version 1.0 June 2004 BARTON HILL SETTLEMENT OUTREACH SAFETY PROCEDURE Introduction This procedure is for all Settlement paid staff who, as part of their work, are undertaking outreach work and/or home visits. This procedure is to protect, as far as possible, both workers and local people. All workers with an outreach/home visit brief must be Police checked with the Criminal Records Bureau (via Social Services, Avonvale Road who are a registered body). Copies of the procedure are to be given to the community outreach workers, Project Co-ordinators, reception and Central Services administration staff. General Points 1.1 The worker will trust their own instincts to avoid endangering themselves and conflict situations. Appropriate training in avoidance techniques will be provided where necessary. All Settlement staff involved must be thoroughly aware of the policy and procedure and their responsibilities so that emergency situations can be identified quickly. The appointed staff member identified to carry out the monitoring duties within this procedure is the Organisational Assistant. In the event of this post holder being absent, the responsibility then lies with the Central Admin. Officer to ensure that another member of the Central Admin. team carries out this service. The Police have advised us that in the event of the worker not returning no one else should go out to look for them as this is putting another in danger. The worker should return to the Central Admin. office by 3.00pm, where possible, especially on home visits. No home visits are to be made after this time. No visits to be made on weekends unless they have been agreed before hand with the line manager and an appropriate safety procedure has been agreed. Since this is a live document, this procedure will be reviewed every 6 months. Outreach workers and Admin staff will ensure that the emergency procedures are regularly practiced to keep the process fresh in their minds. Identification All workers must carry an identification card, which contains the following: A photograph Name Job Title Project Work Office Address and phone number Identification must be shown on request and on all home visits. A person being visited in their own home must be able to phone the Settlement to check and verify the workers identity if they want to. Safety Equipment Workers can carry a personal alarm if they so wish, if you require a personal alarm please contact the Site Administration Officer. Workers will be issued with a mobile phone, which must be switched on for the duration of their outreach/home visit. Responsibility lies with each individual Project to make sure that the appropriate equipment is requested from the Site Administration Officer. If equipment is not available no outreach or home visits will be made. 4. Routine Procedure General Outreach Each worker must leave their mobile phone number with their line manager and the Organisational Assistant. Before leaving the Settlement the worker must: Record the time they are going out, where and what time when they intend to return on the white board in the Admin office. (on returning to the Settlement after being off site, the worker must ensure that the recorded details are removed from the board) Inform the Organisational Assistant where they are going and expected time of return. If the worker realises they are likely to run late they must contact and agree a new return time with the Organisational Assistant. The Organisational Assistant will ask if this request is genuine. If the Organisational Assistant receives a no or has any concerns about the request for more time, they hold the authority to refuse time extensions and will activate the emergency procedure. 5. Routine Procedure if invited for home visit whilst already out on general outreach duties ALL WORKERS MUST RING IN EVERY HOUR WHEN ON HOME VISITS (if working alone) If the worker is invited to make a home visit whilst already out on general outreach duties, the worker must phone the Organisational Assistant and inform them of the name, address and telephone number (where possible) of the visit and the time they will expect to be out of the home and return to the Settlement. If the worker realises they are likely to run late they must contact the Organisational Assistant and agree a new return time. The Organisational Assistant will ask if this request is genuine. If the Organisational Assistant receives a no or has any concerns about the request for more time, they hold the authority to refuse time extensions and will activate the emergency procedure. The worker undertaking a home visit must ring the Organisational. Assistant within one hour. If they do not, then the Organisational Assistant will call them and if there is no reply the emergency procedure will be activated. 6. Routine Procedure planned home visit ALL OUTREACH WORKERS MUST RING IN EVERY HOUR WHEN ON HOME VISITS Personal names addresses and phone numbers of persons being visited by a worker must be left with the Organisational Assistant and must be kept in a confidential manner. The worker will inform the Organisational Assistant of the times the worker will be out and will ring the Organisational Assistant after each visit, so that in the event of a police search we can narrow down the area of search. If the worker out visiting realises they are likely to run late they must contact and agree a new return time. The Organisational Assistant will ask if this request is genuine. If the Organisational Assistant receives a no or have any concerns about the request for more time, they hold the authority to refuse time extensions and will activate the emergency procedure. Home visit details will be kept in a locked drawer in the Admin office. The Organisational Assistant should keep the outreach mobile phone switched on between 9am and 3.00pm so that there is a clear line of communication between workers out doing general outreach work or home visits and the Organisational Assistant on site. Emergency Procedure This procedure will come into action when: A panic call has been received. If the worker on general outreach or undertaking a home visit has made a request for a time extension, and the reply to the question is this genuine? is no Organisational. Receptionist procedure will be: Phone 999 giving as much detail as possible. Contact the workers line manager and the Duty Manager to inform them of the situation. A central contact person will be established within the organisation who will monitor the situation and inform other members of staff of the latest information. This responsibility will normally rest with the workers line manager or, in the event of their absence, the Duty Manager will take this role. This procedure will come into action when: The worker undertaking general outreach is more than half an hour late returning or when there is no answer to the Organisational Assistants phone call. The worker undertaking a home visit has made no contact with the Organisational Assistant for one hour. Organisational Assistant procedure will be: Try to contact the worker who is out, by mobile telephone. Try to contact the Police their Sgt 9455718 or mobiles: 07960 533913 - General, 079196 28310 Dings. If there is no reply, ring the Police on 999 Inform the workers line manager and Duty Manager.
